This made me think of the weapon that was the plot device for the
movie, _Looker_:

It was gun shaped and emitted some kind of strobe effect that caused
the target to basically do nothing for a short period of time (1
minute, perhaps). Also, during this period of inactivity, the target
was effectively unconscious and would not remember anything.  From the
target's perspective, they would appear to have leaped forward in time
instantly.

Since it depended upon a strobing light effect, it was only effective
if you looked at the ``gun'' while it was being fired (it worked
through mirrors, as I recall).
